What is the POL-on system?
 
POL-on is an integrated higher education information system that supports the work of the Ministry of Science and Higher Education, as well as the Central Statistical Office and the Central Commission for Degrees and Titles.
Its important task is to create a global database of scientific entities, universities and Polish science. The information it collects supports the decision-making processes of the Ministry of Science and Higher Education with regard to Polish universities and research units. POL-on facilitates decision-making on the targeting of expenditure on education and material support for universities. A certain amount of information collected in the system is made available to the public.
The project is implemented as a systemic partnership project within the Human Capital Programme (Priority IV, Measure 4, Sub-measure 4.1.3).
 
What information can be found in the system?
POL-on collects data on all Polish scientific entities to which public access is provided for by laws and regulations of the Ministry of Science and Higher Education (registers of higher education institutions, information on faculties and education profiles, aggregated data on students, researchers and many others). A database of scientific publications and university evaluation indicators are also available in the system. A certain part of the system is only available to public administration employees. It comprises 21 modules distinguished on the basis of thematic areas.
 

Key subject areas of the POL-on system:

 
  • Basic data of research units and universities
    The register reflects the structure of higher education and science. The data collected is publicly available and collected for information purposes. The register has a functionality that allows information to be obtained about the quality systems implemented in the designated institution or organisational unit.
 
  • Register of authorisations to award degrees by higher education institutions and research and scientific institutes
    This register makes it possible to obtain information on the bodies authorised to confer doctoral and post-doctoral degrees in particular fields and disciplines of science and art.
 
  • List of authorisations to conduct studies in a specific field, level and profile of studies
    An information sheet presenting all the authorisations to provide degree programmes in a specific field, level and profile of study that have been granted to units.
 
  • National student directory
    It contains the most relevant information on students enrolled and studying both full-time and part-time, such as personal data, number of ECTS credits and the extent to which they benefit from financial aid. Register compiled to control the disbursement of material aid and tuition fees.
 
  • Register of researchers and academics
    The register is kept in order to verify that academic units meet the minimum staffing requirements in individual fields of study, as well as to control the multi-tenure of staff and the rights held by universities to confer degrees and titles.
 
  • University reporting
    The data collected is intended to streamline the process and relieve the burden on the university, by replacing the financial report submitted to the CSO, the Ministry of Science and Higher Education and the Ministry of Finance with one standard report.
 
  • List of science dissemination activities
    The purpose of the list is to collect data on prizes and awards granted to the Institution or its employees. As well as collecting information on scientific conferences organised or co-organised by the unit.
 
  • Registers of property, infrastructure, laboratories and apparatus
    An open-access database gathering information on the research resources of scientific entities in order to disseminate them to a wide range of potential users in both the scientific and industrial sectors.
 
  • List of patents and achievements
    It collects information on patents received, inventions applied for, protective rights and copyrights, as well as implemented products or research results.
 
  • Unit survey
    A report that all units applying for a grant for core statutory activities from the state budget are required to submit. The survey allows to calculate a parametric assessment of the unit's past performance, defined by the category of scientific unit.
 
  • CKdsST electoral system
    Using the system, the first completely electronic elections to the Central Commission for Degrees and Titles were conducted in Poland.
